## About The Pull Request
Standardizes vv_do_topic() procs on subtypes
Mostly formatting changes
- Add a !. check for every subtype
- Add a space in between each href_list
- Standardize !check_rights(), default is !check_rights(NONE) in the
event that something isnt specified
