Tom 8d4eb896eb Dna vault refactor (#71860) (#21222) ...

Refactored DNA vault to use better dna list checking, no more for loops.
Datumized the mutation rewards from dna vault. Allow dna probes to
directly access the dna database from the vault its linked to.
