Rhials 22b19aa8ed [NO GBP] Removes a can_spawn_event check that I forgot to remove on the grey tide event. (#71866) 
I forgot to remove these lines after changing the area checks away from
a global list. There's no longer any reason why only one of these should
run at a time.
## Why It's Good For The Game

Increases grey tiding :)
