All admins that should be able to delete can now do so again.
gave the adminverb procs a much needed spring-clean. Added some missing returns. moved comments around. Made the verblists more legible.

Merged the Admin-PM verb and the PM stuff in Topic() as it was 99% the same code anyway.
Admin to Admin PMs are no longer annoying and LOUD: "-- ADMIN PRIVATE MESSAGE --"
All Admin PM messages to non-admins are now 'LOUD'.
Admin-PM verb is now sorted by Mob rather than client as per request
Can again PM mobs by right clicking them.

Fixes the tensioner occasionally attempting to turn cyborgs into malf AIs.
Adds checks to space ninja during its objective creation.
Fixes that fucking message when you're carrying the disk in outer space
Nuke disk now respawns in all rounds.
Adds the abiity to turn off the tensioner for the entire round.
Pinpointers now show the remaining time until a nuke goes off if it's been armed when examined
Nuclear bombs now have a minimum detonation time of one minute.

Tratior borgs who hack themselves cannot be blown by their AI.
The AI can now open doors with shift+click, bolt them with ctrl+click, and shock them with alt+click
Adds a new wire to doors that controls the time delay before they close. If pulsed, they close like a sliding glass door. If cut, they do not close by themselves.
Borgs who have died, ghosts, and are then blown up will now have their ghosts properly transfered to their dropped MMIs.

Instead, the spellbook simply starts with an extra use. This will save you the trouble of re-memorizing if you do not want to take ethereal jaunt.
Put an Ion Rifle on the nuke ops shuttle which will hopefully help with nuke teams getting routinely destroyed by sec borgs.
Fixed a wizard spawn message which referred to a no longer existing item (it mentioned "two" artifacts in your pockets,though you no longer spawn with a scrying gem)
Added Magus Helm sprites/object, which as of now does not spawn and is just an alternative wizard hat (counts for spell requirements).

Buffed the janitor's cleaning grenades.
Fixed the void jetpack not having any oxygen, fixed nuke ops starting with empty jetpacks, fixed the spacesuit admin equip.
Renamed plasteel floor tiles to just floor tiles, seeing as they're not made out of plasteel.

- Made the player-side admin pm message more visible and obnoxious. Some players might find it annoying but at least it will not leave much room to complain about "missing PM-s"

- Fixed that awkward X in asay messages, which moved whatever mob you were in to the location of the person who said the message. Replaced it with JMP, which does the same as the JMP in adminhelps - makes a ghost and moves that ghost to the location:

- Ghosts which find themselves locked in any form of container (closets most commonly) will now (FINALLY) exit the container (and it is any container!) after they click one of the arrow keys.
