un-earrapifies instruments (upstream early access)

The default falloff value for sounds is 0.5 (lower means quieter).
There was only 3 things ingame with a sound falloff of a whole whopping 5 (10x)
These things were explosions, telepads, and instruments.
One had a volume of 25%, another one had a volume based on distance threshold, and you can probably guess which one of the bunch had a hardcoded 100% volume.

Makes Nevrean use Sergal Void & RIG Suit Sprites
...
Nevreans have big tails and big beaked faces - they also used to have their own sprites (which afaik were straight copy-pastes of Unathi suits anyway) but were changed to use Human suit sprites that really don't fit.
This switches them to use the Sergal sprites which fit significantly better.

A bunch of mob sprite tweaks plus a few new ones.
...
-Fixes a few OCD sores about pretty much every otie sprite there was.
-Also adds in sprites for "diredog", "andrewsarchus", and "new big rykka". These don't have actual mobs coded in yet because I'm too sleepy and just rode some impulses to get the sprite file done. Might code em in tomorrow.
