129a289052 Updates permits, adds Ace's pistol 
- Fixed some permit stuff.
- Removed expired permits and associated items.
- Added Ace's pistol plus a spare mag.
- Locked items to brig access, covering warden, HoS, and Captain, but
not roles like HoP. I think.

9a38e88b9f Blueshield updates. New shotgun. 
Semiauto revolver shotgun for Blueshield and Warden. Sprites are placeholder.

Blueshield spawn gear boxes for weapon choice now.

064bcba242 Chapel/monastary, Prison, library/cafe partway 
Chapel area and new chaplain pet 'Ignis', Finalized most of the prison,
added a new monastary to be used by the chaplain/monk, and serves as a
public garden for the crew.
Partway done with cafe and library, currently under work.

Doing this in smaller bits

- New random sif mob selector, peaceful animals
- Drone lootpile (basic placeholder loot right now until we figure out how to give them proper drone loot)
- New random spider mob selector, nurse spider and nurse hat spider (hat spider has 10 more health points and is a rare chance to spawn, woo)
- New spacesuit random spawn, medical space suits
- New Random Shotgun spawn
- New random gun spawns
- Fixed icon for random medicine spawn
- Fixed broken icon for 44 magazines
- Fixed Ice Cave dungeon walls being called 'steel'
- Added new Crystal type, to avoid the SM style crystal from spawning in crystal PoIs
