Drone law update

Browse Source 
Adding more helpful lawset to the maintenance drone than "stfu dont interact with people" and adding law 1 of mining drones slightly modified to construction drones to prevent conflict between drones and engineers.

Also preparing Combat protocol for Combat drones.
