Simply adds a debugging jump-to link for admins to use to quickly find
which machine is behind a brand intelligence outbreak.
Feature requested by DLP.

Re-adds the admin-spawned Telescopic Scythe
- Originally added in #1025, this was (probably accidentally) removed
with TG botany.
- Extended tele-scythe damage increase from 13->15 to give it a very
small bonus over the normal scythe in addition to its folding
capabilities
Fixes scythes not properly clearing multiple vines on-hit.
- Telescopic scythes only will do this if extended; they are next to
useless against vines while folded
Added an on-back sprite for the telescopic scythe while extended
(recolored scythe). Folded telescopic scythes worn on the belt do not
have an on-mob sprite.

rscadd: Re-adds the telescopic scythe, the pinnacle of covert reaping
technologies. Currently admin-spawn only, for use in the most dire of
harvest times.
bugfix: Scythes (normal and telescopic) should once again clear swathes
through all but the hardiest of vines when in proper reaping
configurations, and heavily damage those they don't outright destroy.

Rwalls now resist weak explosions - allowing them to resist aggressive
vines perfectly
Bluespace vines lose their "potential energy" after piercing through a
single tile, so as to not allow station-engulfing monstrosities to grow
unchecked
Vines no longer normally spread on space tiles - this is now reserved for
space covering vines (and bluespace in seldom occasions) only
Makes kudzu events kick off more interestingly
Major Events:
- Enables trader event to happen randomly.
- Increases chances of carp migration and meteor wave events.
- Halves the chances of Xenomorph events.
Medium Events:
- Reduces chances of rogue drones (that don't do much currently)
- Increases chances of radiation storms (that make people enter maint)
- Increases chances of most kinds of anomaly (flux, bluespace, pyro,
etc)
- Increases chances of meteor shower
- Decreases chances of meaty ores (they do very little)
Changes:
1) Fixes wireless AEGs being able to be recharged in conventional
rechargers. This prevents people with recharger access using them as
regular laserguns.
2) Fixes spiderlings from dying Mother of Terrors lingering around for a
long time. Now, they're forced to ventcrawl immediately if they can.
3) Improves queen health regen. She was regularly getting picked off by
one guy with a gun or two.
4) Queen and Mother now gain vent smash ability. Given how often the
crew welds literally every vent, this is necessary to avoid them being
totally shut out of the vent system in the late game.
5) Prince loses vent smash ability. Instead, he gets the ability to spin
thicker (vision-blocking) webs, and +10 melee damage.
6) Fixes 'evil looking spiderling' meta by requiring that queen has laid
at least 10 eggs before the ability is usable, so newbie queens
don't use it first thing and instantly get discovered/swarmed.
7) Adds confirmation prompt to queen nesting. Queens will no longer be
confused about why the cannot ventcrawl after nesting.
8) Reduces the chances of terror spiderlings skittering onto space
tiles. Makes them less likely to space themselves.
9) Tweaks TS event by increasing timer, and having one of the possible
infestation types spawn 4, rather than 3, green terrors.
