2a2dc777fb Updates Supermatter Guide Book 
Gives a more detailed outline on starting the engine and corrects outdated content.
Gives step in ejection procedure to check engine room power.
Suggests adding more gas in  emergency cooling procedure.
Maintains that nitrogen is standard, but removes suggestions that phoron is harmful in the reactor loop.
Replaces "Air" with "Gas" as air suggests standard atmosphere.

* An assortment of Lighting Stuff

- Makes Lighting less uniform (Bay PR #19808)
- Has lights fetch lighting data from bulbs (Baystation PR #13614)

Ported from Baystation code.

There is currently an issue where there are unnatural dark spots. Simply removing and re-inserting the nearest lightbulb seems to remove these dark spots, which suggests it is an initialization issue.

- Shortwaves will now transmit to all connected Z levels
- Relays will now update their connected Z level if moved (useful for relays on shuttles)
