Updates this proc to current Baystation code. Either they have broken hats there or this will fix the bug - if it doesn't can someone who knows what they're doing please look into this? Maybe you, if you're reading this description?

Notes for balancing decisions:
Chassis costs 2 sheets of phoron (and some steel)
All gygax parts that go on only cost steel/glass
Instead of the gygax's diamond armor plating, it uses 5 plasteel
The "targetting" board costs the same as a standard board (glass and acid)
Splits the orange jumpsuit into two objs. One for loadout and one for prison clothes. Closets updated to reflect changes. Follow-up of https://github.com/VOREStation/VOREStation/pull/5561 which has no effect here but will fix a bug that results from it.
Sec bots will now retaliate if attacked.
Sec bots will cable cuffs people in rigs instead of stun-locking.
Reduces real time for demanding surrender from 12 seconds to 6 seconds.

Removes the var to check for the 5 things it can attack, instead it can punch anything (but not everything will take damage).
Gives punching objects a check so you don't accidently smash something without meaning to.
Gives closets and canisters a proc to take_damage so they'll actually get smashed by the mechs.
