Created a helper proc /proc/is_mentor(client) use this when determining if someone is a mentor and they aren't the usr of the proc (rights_check uses usr)
Mentors will no longer hear ghosts while playing
Mentors will no longer see orange text around names in check_player_age panel if they have special_roles
Mentors will no longer be able to tell players with special roles through the use of player_panel
Mentors will no longer be able to aghost, use antagHUD, then return to their bodies.
JMP was doing a rights check in the Topic instead of doing it on the proc, just went ahead and fixed the rights check to include mentors.
Mentors now have player panel but can't see traitor panel. The idea is so they can't tell who is an antag through this.
Adds a config option MENTORS which sets the variable config.mods_are_mentors
Adds a rights level of R_MENTOR which gets msay, private message, aghost, notes, and a new proc for checking for new players (requires database support).
If the confic option for mentors is set then
the ckeys listed in moderators.txt file will instead be set as mentors, you can still make moderators by adding them in admins.txt
staffwho will show Mentors instead of Moderators as the heading above the listing of non-admins.
Also: Players now get a message gently reminding them to click the name of the staff member to reply instead of ahelping over and over.
Current hooks are "startup", "roundstart", and "roundend".
Most stuff in world/New() has been moved over to the startup hook.
Roundstart and roundend have no hooks yet.
Removed the unused "newbanjob.dm" file and associated verbs/topics.
Bumped RECOMMENDED_VERSION up to 501.

Also added the proc get_ghosts() with 2 versions of output, it defaults to returning a mob list but can be set to return a list for use with an input window.
Since ghosts may not respawn within 30 minutes of death this allows mods/admins to bypass it for ghosts and sends the player a message letting them know they can respawn now
as well as reminding them to roleplay correctly.
Before this admins were editing the variable directly.
* Both admins and regular players can toggle deadchat off
* Having deadchat on still requires you to be a ghost or an admin/mod to be able to /see/ deadchat
* Adds a verb for (b)admins in "Special Verbs" that lets you spawn in an
emergency response team a la deathsquid-button
* Spawned-in ERTs can choose their own ridiculous name
* Command alerts, because everyone loves those
