925b8350f5 Improve cleanbot ai slightly
*Multiple cleanbots will no longer attempt to clean the same tile at the same time.
*Cleanbots will now clean tiles closer to them first.

28a7698b9e Port lots of things that had to wait on alerts
Adds a HUD for observers
Adds a HUD for rigs and mechs
Adds up/down buttons for AI hud
Add more tg style alerts
Fix some bugs with the tg alerts
Improve icon_states usage by caching it
Redo how respawning works, add a button to ghost hud for it

6b802b61e8 Port VOREStation PR 6914 Speed up map load significantly
- Set initialized = FALSE on unsimulated turfs that need to intialize.
- Most of area/New() to initialize
- Faster lookup of self-init on atoms
- Split air alarm and fire alarm files, move new to initialize
- Tweak decals and opacity

52130160db Adds Body Markings
So you can customize your character with tattoos or fur colors for Taj or whatever. I'll let Anewbe work out what he wants to whitelist other than what I did already.

The icons are sliced up with the HumanScissors program I wrote, so they are per-organ. So, lop off a limb, put it on someone else, they have the tattoos and whatnot. It's part of DNA so it comes with when cloning.

They are defined in the normal sprite_accessories file and the icons are all in markings.dm in the format of "markingname-organtag" so if you have a marking that spans both arms and torso you need "thatone-torso", "thatone-l_arm", "thatone-r_arm" icon states.

Limits biolgical gender by species and defaults to male/female.
Can also set gender identity which determines which is displayed upon examination and suchlike along with being shown in medical records

5962656c1e Languages now use alternative prefix keys.
Makes radio and language key overlaps possible.
It is possible to configure the default language keys server side.
Pending: The possibility for players to configure their own language keys.

c2e2252342 Synth access and icon update changes.
Refactors how synthetics set their modules. On login, if appearance selection was initiated but not finalized, the selection options popup again. Fixes a long-standing issue of borgs being able to look like the standard module by loging out.
Ensures the syndicate agent IDs and syndicate borgs will always have the same initial access permissions.
Removes now unnecessary syndicate snowflake code from NanoUI.
Synths now utilize actual ids.

bf53304fec Splits setup.dm into berjillion of smaller files vaguely named thematically.
Also moved __HELPERS and _defines around so defines actually come first.
