Shuttle tiles, default floors are still "regular".
Lava, sand, water, grass, beach, mining turfs all have sounds playing now for each footstep. <3
A small balance note - water tiles slow you down by 4, and 8 for deep/ocean tiles. I'll remove these and put them in a separate PR if requested.

- Ports the overmap, ships, sectors, and "landable" ships from baystation.
- Ports necessary computers to control ships and overmap shuttles.
- Shims missing machine and computer functionality pending future enhancements.
- Includes required new sprites and sounds.
Largely ported from the work done at Baystation in Baystation12#17460 and later commits.
- Shuttles no longer require a separate area for each location they jump to.
Instead destinations are indicated by landmark objects, which are not necessarily exclusive to that shuttle.
This means that more than one shuttle could use the same docking port (not at the same time of course).
- Enhanced shuttle control computers to use nanoui if they didn't.
- Organizes shuttle datum code a bit better so there is less re-inventing the wheel in subtypes.
- Allows the possibility of shuttles (or destinations) that start on late-loaded maps.
- Deprecate the "extra" shuttle areas that are no longer needed and update shuttle areas in unit tests
This all required a bit of infrastructure improvements.
- ChangeArea proc, for changing the area of a turf.
- Fixed lighting overlays actually being able to be destroyed.
- Added a few utility macros and procs.
- Added "turf translation" procs which are like move_contents_to but more flexible.

* Ports the "orbit" feature and subsystem from TG
* Adds a feature that allows mobs and objs to "orbit" around some atom. They literally are moved around in circles. See the `orbit` proc in orbit.dm.
* Adds a subsystem that processes the actual movement of orbiting items.
* Adds utility methods for common machinery behavior.
* Adds default_unfasten_wrench which handles the standard anchor/unanchor behavior of wrenches being used on machines. Together with the other default_x_tool machinery procs we can eliminate having that code duplicated in dozens of places!
* Adds is_wire_tool proc to easily detect when a machine is hit with a tool that should open its wires UI (if it has one).

Added catwalks and railings. Ported from Vorestation who ported them from Eris.
Note, catwalks can be placed on plating (as is seen on the vorestation map Tether) and is done so here as well. However it doesn't seem like it is possible to build said catwalks on plating. Did not bother to adjust this at this time. Something to sort in the future.
Adjusted SC station dmm to use both the railing and catwalks as well as a couple fixes for the floor tile adjustment in a earlier commit.
Southern Cross shuttles one and two can now launch.
