* Fixes erroneous copypaste in tachikoma join string.

* Added wirecutters and welder to recon platform kit.

Moves Projectiles from admin logs to attack logs, to reduce spam. May also move other spells too.

bugfix - Pilots now get a pilot harness whether or not they take a uniform in the loadout, instead of only if they don't.
