7b018e3281 Upkeep on Mech & Cliff code. (#8946)
* Upkeep on Mech code.

Assembly Mines fixed, they do not spawn with an explosive payload from parent.

Vehicles no longer ignore cliffs.

Exosuits no longer ignore cliffs.

Objects can fall off cliffs. Objects with a buckled person will hurt the person. (Rollerbeds looking at you.)

Jumpjets added to allow planetary traversal, primarily useful upon the Serenity, Hoverpods, and Marauders (adminspawn). When toggled, they allow movement vertically, and prevent falling through open spaces. When used as the active equipment, it will launch the exosuit toward the target turf. When not on one of the above mentioned suits, it will cause a small explosion on launch, damaging the exosuit and anything directly nearby.

* Fighters are flying.

* Revert step delay floor adjustment. Flat strafing modifier of 1/5th of a second should be enough.

* Correction and Tweak.

* Fix stupidity.

0c0246e3fa Still more simple_mob conversions (#5523)
* Fixes 6 pAI faces

PAIs are no longer coded to only recognize 9 emotions. This enables the use of the neutral, silly, nose, smirk, exclamation points, and question mark faces as a pAI. Before, those buttons did nothing.

* Fixes the PDA Halogen Scanner's tendency to be number one.

* Unfolded pAIs can be picked up

Because who doesn't want a robotic cat on their head? Adds in the missing code to allow pAIs to actually be picked up, and held sprites for the newer 4 chassis options.

3e90725a45 Catwalks and Railings
Added catwalks and railings. Ported from Vorestation who ported them from Eris.

Note, catwalks can be placed on plating (as is seen on the vorestation map Tether) and is done so here as well. However it doesn't seem like it is possible to build said catwalks on plating. Did not bother to adjust this at this time. Something to sort in the future.

Adjusted SC station dmm to use both the railing and catwalks as well as a couple fixes for the floor tile adjustment in a earlier commit.

Mechs now will fall when crossing an open tile.
Anything below that tile will have a bad day.
Also makes lighting overlays unable to fall just incase.
