95aef467a0 Magboots can be worn over shoes
Equipping magboots or a voidsuit with magboots installed will place them
over any existing shoes. Existing shoes are replaced on feet when magboots
are unequipped. Magboots cannot be worn over other magboots.
Fixes #9125
Changelog for this and my previous voidsuit changes included.

An easy fix for a small typo that caused rlimbs not to be assigned to
second_limb (hands/feet). I'm surprised the bug went unnoticed this
long.

b98461c2af Station alarm monitor changes.
Replaces a couple of station alarm monitors with variants that display all alerts; fire, atmospherics, power, camera and motion rather than just the first 3.
Adds a basic station alarm monitor on the engineering outpost.

Can no longer join as drone, ERT member, or pAI if you have enabled antagHUD.

f3dd96bb8c Adjusts charge costs for gun/energy
In particular, charge costs were chosen so that mounted energy guns
drain 80% of a default rig's power cell in 40 shots, and mounted laser
cannons drain the same in 20 shots.

3e1e137cec Adds device powercells
Adds a type of smaller power cell for powering devices. Not used by much
at the moment, but it's one step closer to a more coherent picture of

b03d5a7850 Adds Icon Caching for some Mob HUD Icons
Adds partial caching for some of the smaller HUD additions of the mobs to allow for less processing needed to constantly update the icons when needed.
Code has been tested on a live server for several weeks prior to it's shutdown, so it should work as great as it has worked for us.

89b65e216f Applies Icon Caching to battery racks
In my tests a while ago, I found that the battery racks came quite high in the profiler. So I decided to see if I could alleviate some of that trouble.

Very simple, caches the icons based off of previous work done on the APC, requires less processing for the icon updates.
Function has been tested and has been used on a live server for a few weeks prior to said server's shutdown.
Will make a 2nd PR following another like this except for HUD icons.
