johnsonmt88@gmail.com 757410d487 Closets now pick up all items on the tile they're created on, the same as crates. This makes it easier for mappers to put things in lockers without making new locker types or var-editing them.
Moved snowflake telecomm ambient sound code that only half worked into the switch that's designed to handle it.

Committing for Aranclanos:
- Toggle ambience should now properly work. Fixes issue 992.

-Made motion cameras use HasProximity if they aren't area based motion cameras. This will allow people to set up motion cameras that will set off, without having to be in an "AI Monitored" area, such as EVA.

Space Station 13 areas.dm
Added Syndicate NPCs/sprites for them. They come in a few varieties, some with shields and swords, some with guns(yes they shoot). They're simple animals, but they drop a corpse landmark when they die, so you can loot them normally.
