Update organ fluid whitelist with feedback

Whitelists various reagents for the organ fluid list, and allows for any manually added reagent to bypass the rarity and booze power checks.
Adds a new variation of Copium - used for organ fluids - with a value of REAGENT_VALUE_COMMON, to follow value standards from `reagents.dm`.
