bugfix - Pilots (inc. Talon Pilots) can now take a loadout uniform without losing their pilot harness

The fix from https://github.com/VOREStation/VOREStation/pull/9965 applied to tether and talon pilots instead of just southern cross ones.
- Tweaks the proc for Virgo uplink beacons to not give away information about traitors
- Removes the Void Cell from antag uplinks
- Adds a combat defibrillator for Mercenaries
- Adds the cabin shelter capsule to uplinks
- Adds some stuff for admin use of uplinks
- Fixes bug with adminspawn ERT job not getting PDAs

SOP notes:
- Pathfinder will be able to fire subordinates.
- Pathfinder will not be a full head.

- Research Directors will no longer be exempted from the general rule that heads of staff should not attend expeditions.
- Exploration is still strongly encouraged to get volunteers from other departments, including Science.
Fixes centcom officers, clowns, and mimes spawning without emergency supply boxes by making them use the outfit system. Adds prybars to promethean emergency lunchboxes.
