For some reason, small mobs, which include Teshari and Prometheans (and monkeys) cannot use the defib unit. They can wear the unit but can't actually 'hold' the paddles in both hands, which seems a bit inconsistent and I'd rather just remove the 'no birds allowed' code.
- Ports the floor types, structure, and sprites (techfloor) from Vorestation (who ported them from Eris).
- Fixed missing techfloor floortile sprite icons (ported from Eris).
- No actual new floor sprites sans the techfloor. Saving for when we actually change maps to do that.
- In theory, also added a changelog for what I'm doing. Not sure if worked.
- Added the hand drill and jaws of life to the protolathe
- Removed titanium from the hand drill and jaws of life
- Syndicate toolbox now comes with power tools
Removes the majority of phazon pieces. (getting the full set has an extremely tiny number of succeeding, and you can't get the circuit board anyways. I kept one so people know it still exists.) Adds high tier contraband you can find in trash piles to give an alternative way to obtain these. Hopefully encourages more people to mine to get points and resources for science. If you feel this isn't balanced enough, can always increase the probability of getting cosmetic or lesser items to dilute the pool.

Arrivals shuttle now moves automatically to and from the station. People still spawn onboard if they join the round with arrivals selected in preferences.
The shuttle is completely automated and will go to the station if someone boards it, and leave if nobody is onboard.
Changes some tape code so it can be mapped in.
Sadly the mapmerger is broken so the map file diff is massive.
Adds toolspeed var, which is a multiplier on how 'fast' the tool works. 0.5 means it goes twice as fast.
Adds usesound var, which determines what sound is used when a tool is being used.
Changes a lot of code to use those two vars instead.
Adds 'ayyy' tools, which are ported from /tg/'s abductor gamemode. They're currently admin only but I might make them obtainable by xenoarch later.
Adds powertools, also from /tg/. CE starts with them in a new toolbelt that spawns in their locker, ported from (you guessed it) /tg/.
Changes welder sprites to look nicer, ported yet again from /tg/. Modified the blue welder slightly so it can be the electric welder sprite.
Adds various sounds from /tg/, for tools and welders.
+Illegal equipment module now scrambled equipment module
+Scrambled equipment module now unlocks emagged borg items without
actually emagging the borg, allowing for AI sync, law updates, and being
emagged.
+Makes the miner borg diamond drill appear in all cases of being
upgraded or emagged instead of only if emagged while the mining module
is equipped.
Changelog includes all my previous PRs as well for ease of access to the
changes by the general public. I can trim it down to just this PR if

* Adds Collapsible AM rifle, and adds case with parts and 5 shots to Uplink. Separates it and intended merc version, both costing default telecrystal amount. Does NOT make them antagonist type specific.
