* Makes the statpanel not annihilate peoples ratelimiter

Statpanel calls aren't really user controlled (and 180 of them get sent upon loading, as each verb counts as a topic calls when it calls Send-Tabs) so let's not count it towards the user when they log in.

"Player had issue with button confusion, and reviewing the buttons they are WAY too similar. changed refuse update to DENY to ensure no at-a-glance confusion"

* simple doors use their own bump timer and not the user's

simple material doors no longer use the USER'S last bump time, and isntead use their own for locking interaction. They now open promptly when bonked into and close after some time when clicked (they are meant to be slow after all)

The bug was casued by using the user's bump time. So if youtouched anything like a wall within the last 60 ticks (including the door itself) it wouldn't open

Killian 9703b1d444 sounds & safety
- adds a click cooldown so you can't spam tons of noise
- doesn't flick the deny animation unless the door is closed and powered
- alt-clicking on an unpowered door knocks rather than buzzing
- adds a knocking sound for wood (from freesound)

Andrew e4deaa6478 Combat Mechs Can Punch More Things (#6303)
* Combat Mechs Can Punch More Things

Removes the var to check for the 5 things it can attack, instead it can punch anything (but not everything will take damage).

Gives punching objects a check so you don't accidently smash something without meaning to.

Gives closets and canisters a proc to take_damage so they'll actually get smashed by the mechs.

Adds click delay on attacking barriers.
Proper noises when attacking material doors and barricades.

More stuff can be broken by mech punch and simple mobs.
