Adds a macro to painlessly generate a global list, and the needed code to modify the list when an object is made or deleted automatically.
Cleans up some commented out code.

Request Console cleanup.

Changes screen and departmentType to use defines and bitflags instead of magic numbers.
Moves code from the message sender to send_rc_message().
One console's destruction no longer prevents the entire department from receiving messages.

moved money accounts into a global list + removed db syncing (some procs could be global but left where they are for convenience), fixed an issue with latejoiners having no account, fixed a runtime
