Places the "Succumb" verb into the "IC" tab with a description. Using it requires clicking "yes" twice to ensure no accidental use.

Allows succumbing at any point under 0 health

Species with custom maxhealth are unable to succumb when in crit under previous implementation.
This allows for anyone under 0 health to succumb to death, as long as not already dead.

Makes it so the stumble/slip/drop vore prefs are on by default, since you have to have the spontaneous vore option enabled for them to work to begin with.
Also makes both spontaneous vore options off by default for consistency. (And moves the enabling of the pred option to the simple mob file since that's what that was for anyway)
