Zammy 6c5e73aa3d modifies how punchdamage is handled (#17910) ...

* modifies how punchdamage is handled

sets simplemobs to receive punchdamage with proper modifications
adds punchdamage traits

* forgot to modify stomps

* non-hulks no longer yell over common when breaking cuffs

* oop! didnt save that

* disables for virgo
