Cameron Lennox e0c0c45a35 Moree unarmed fixes (#17192) 
* Fixes attacking without arms.

- Makes it so you can attack without hands
- Also removes an unused attack_paw
- Makes the attack_hand code less garbage
- Fixes grabbing a buckled entity to cause you to be perma-slowed

* Fixes your head from bleeding to death with headbutts
