86b329796c Refactors chem application, (hopefully) fixes foam for good (#19254)
- Refactors chem application to be bitwise and allow multiple application methods
- Makes foam apply both touch and vapor, and only once per second
- Fixed vapor duplicating reagents
- Fixed space cleaner not causing toxin when ingested
- Adds permeability checks to some chems I missed last time

Chem application refactor ported from tgstation/tgstation#53164

08c0c9a975 Mime Foods/Drinks Now Silence the Mime (#42499)
Mime stuff silences the mime now

tweak: The nothing, silencer, and blank paper beverages now apply a mute on the mime for their duration (and a bit after).

If you want to heal as a mime, you should not be allowed to speak. By extension things such as mime burgers will have this effect given the fact that they have nothing inside them (the reagent).

47bbde3a60 Chemical Specific Heats (#37691)

experimental: Chemistry now has something called specific heat. For the uninitiated, this is the thermal capacity of the reagent, much like how some atmospherics gases have different thermal capacities, making them able to absorb/release more energy per degree of temperature change!
rscadd: Plasma specific heat is 500J/K*unit, everything else is 200
