Ethereals can't use gradients now, but you can still switch from Human to Ethereal with a gradient and it'll carry over. It's 6PM and I am done with this bullshit for now.

Adds brig physicians as a new job. There are a lot of changes, but in short:
- Added the job and many required things for it to work
- Edited maps to add lockers, landmarks, and update the brig medbay
- Added new clothing, PDAs, IDs, ect.

* Fixed some stuff

- Fixed some stuff I forget to change on some maps
- Added new landmark icons

* Removed Brig Physician's ability to be an antag

Removed Brig Physician's ability to be antag and gave them a mindshield

* Many requested changes

- Removed the flash from the Brig Physician's starting equipment
- Removed security access for non-skeleton crew and weapon access from the Brig Physician
- Added skillcapes
- Updated the Infirmary in eclipse and omega
- Added a wall mounted flash on box
- Added an anesthetic tank and medical mask to the Brig Physician's locker
- Added icons for potential future support for the changes in #11744

* Gives curators a console for printing portraits not in the round onto canvases (#59146)

* AIs can now select portraits as their display (#53994)

A new option has been added to the AI display radial menu alongside random, "Portrait"

It opens a small menu that lets you peruse all of the portraits and select one as your display.

This can let avid artists draw exactly what they want their AI to be like, and not-so-avid artists to bring tears to my eyes.

782bfe7995 Tweak file upload limits [PORT] (#10914)
* Tweak file upload limits (#53371)

halfed it for players, more than doubled it for admins. (mainly for map 
templates, admins playing 2mb sound files using this will be punted 
into the cafeteria)

Could use with being more refined, per-extention, maybe have sound have 
a seperate check since thats a function of size*players, and the rest 
of this is not.

I was converting this to use length so it didn't have to care if the list existed or not, and forgot to remove the .len. this broke cdn .rsc files because length(num) returns 0.

* Add warning about https to the external rsc config (#53367)

today in hostchat we discovered that most of the servers who tried to 
do cdn the .rsc, had unknown issues because they had used https:// 
urls. Byond can't into https.

like 5 servers had failed to get this to work because of that pitfall, 
so im gonna add a warning to the config.
