IAA demotion promotion text cleanup (#9442)

* Fixes the lack of space between poster and Award for Sufficiency

Clarifies where demotion/commodation faxes should be sent and fixes a spelling error

This code is fucking retarded and badly designed

* Changes 'sticker' to 'poster'
