HoP gets a new coat and hat!
...
A slightly armoured coat and hat to go in the HoP's office. Intended to
reduce vigilantism, by making him less robust and more fashionable.
Intended to replace the Helmet and Armour in his cupboard.

Some very small changes.
disabilities.dm -
Added deactivation_message = "xxx." to all the powers. For instance:

Also added a deactivation message when missing. The way it's done is
different though. Instead of 'deactivation_message = " ", I used
"deactivation_messages=list(" ."). The reason for this is that the
activation messages are done the same way in this file.
Changed the remotetalk message because it was very similar to remote
viewing. Remotetalk is now: "You feel your voice can penetrate other
minds."
Changed the noshock message because it was the same as morph. It is now:
"Your skin feels electric."
Changed the halfling/midget power message because it was strange. It was
'Your skin feels rubbery'. I changed it to 'You feel small'.
Tested it. Works on local server. Something that could be looked at (by
myself at some later date) is the color of the notifications. It's not
uniform. You would think that power enabling = blue, power disabling =
red, disability enabling = red, disability disabling = blue.
