Make Give verb more handy

When people prefer to reverse-pickpocket or throw shit instead of
handing it out to people, there's a problem
- Span, formatting
- Change view to oview. This effectively removes that shitty, unhandy
"hey kid who are you giving this to" menu in 90 % of cases and just goes
ahead and GIVES the item. The problem was caused by the person using
Give being tagged as a valid recipient for the action

This is why no-one dares to delve into Chemistry code
- Span, visible_message, absolute pathing, formatting
- Goddamnit stop writing descriptions that bland
- Afterattack instructions will NOT fire if the target is a mob. Fixes
"crushing/dissolving/putting in" messages firing when force-feeding and
fixes being able to feed shit to mobs even if they resist or move
(because afterattack also transfer reagents, as it is used for putting
shit in containers)

Spell bugfixes.
...
Fixes #3571 : selectable targets can now be cancelled.
Fixes #3563 : spell lists are now started properly, so blocks should correctly remove spells.
Fixes #3565 : user wasn't being passed properly, which was causing an issue.
Fixes #3552 : regular spell smoke would cause all tiles to smoke up, so it needed custom code.

attack_robot did not include AIs, and since the silicon clause was
removed from attack_hand to effectively allow MoMMIs to interact with
the tray, and attack_AI returns attack_hand by defauly, it led to
!!FUN!!
- Fix AIs ripping out plants and generally fucking with hydroponics
trays
This file as a whole might need some tidying up at some point, but
important fixes first
