(Metaclub) Renames area above Warden Evidence Storage.
Removes varedited Warden APC number. Cell charge now 2500.
Expands security office westward to cover locker room, further reducing Warden APC drain.
Adds cameras in arrivals and SW medbay so the AI can see the arrival shuttle and door to Viro.
Resolves https://github.com/d3athrow/vgstation13/issues/5571
