I vaguely understand that Bleb's weight was put at 5 for experimentation raisins, but in lights of our glorious roundstart bleb overlords, let's tone the weight down to 3.

-Theat cost changed from (80,60,40,20,20,10,10,10,10,10) to (80,60,50,30,20,10,10,10,10,10)

I understand that Vampire more or less rolls often because apart from Traitor, it's just about the only other antag that has a "low" cost to fire, so its current weight doesn't matter as much in the grand scheme of things. That said, I'm not a big fan of every round or two in a row containing 1+ vampire instead of something else.

dffbf3f1bc Traitors are now more likely to spawn at roundstart on lower population.
I looked through the threat rolls across rounds for a while now and received input from people and have come to the conclusion that 40/30 threat required for traitors at 0-4/5-9 isn't very likely to happen. This combined with the Grinch antag requiring less threat at 5-9 makes the "mini-antag" more likely to cuck the round out of traitors.

tl;dr happy new year spessmen fuck extended most of the time.

Lowered the minimum threat required to spawn roundstart
