Erthilo bee1c4b96f Gives medical borgs surgery tools, ointment, and bandages by default. Upgrade module now give upgraded hypo and a defib. Borg hypo also states what chemical is being injected.

Rework of spark dispersion that doesn't rely on sleeps. Appears laggier, but that's because it uses process() rather than sleeps.
