-Toggle adminhelp sound
-Deadmin themselves
-Answering adminhelps (They shouldn't be doing this acting like real admins)
-They can see prayers

Everything else is gone, VV, PP, subtle message, etc.

- To support the SQL based admin rank system, I added a permission assignment panel, which is accessible to the people who have the PERMISSIONS permission. This panel can be used to add new admins, remove or edit the rank of existing admins.

Minor optimisations for explosions (again). Only removed some unnecessary lists, nothing major. Added some logging to world.log which gives explosion location/duration etc so we actually have something to compare it to whenever that damn code gets changed again :P
