Fix constructed directional windows leaking atmos, wrap setting of the anchored var on objects (#38934)

* Wrap setting anchored for structures, fix atmos bug

* forgot this

* Add a signal for setanchored

* move setanchored to obj

* machinery, also some structure stuff

* tabbing
