Adds a new configuration option: whitelists_on_sql. If enabled, it starts looking through the client's whitelist_status var to see if a person is whitelisted for heads of staff (always a bit value of 1), or an alien (values stored in the ss13_whitelist_statuses table).

SQL backstage update

Since Aurora only has one SQL database, I've removed the old database
proc and object (dbcon_old). It'll make everything connect to the same
database, and be less of a hassle with the config files.

you aren't going to heal from being clubbed with a wrench in 30 seconds
in real life really
also, now you won't regenerate all your hp from bullets or whatever. it
was really ridiculous before.
