Light's Edge AI Announcement Volume Reduction & Sample Rate Correction (#22128)

- Noise reduction by 10 decibels so it does not blow out peoples' ears - Sample rate reduced to 16,000 Hz, in line with other AI Lobby Announcements. Yes, it will sound tinnier, but it's coming from tinny PA speakers or whatever.
