BatrachophrenoandGitHub c92d909534 Wires Panel and Signaler Expansion (#22846)
Fleshes out wire panel skill behavior and signaler management.

Electrical Engineering 4 was very OP for revealing all wire labels of
all machines, and it was super fun while it lasted.

Wire panels now have associated skills with their use, and increased
skill ranks will increase the proportion of wires (chosen at random)
that are easily recognizable on sight for certain types of wiring
panels.
**Professional:** 75% revealed
**Trained:** 50% revealed
**Familiar:** 30% revealed
_(note: having both Electrical and Mechanical engineering at least
Trained gives you that baseline 30%, reflecting how your knowledge can
probably translate to decent guesswork.)_

The following wire panels are affected:
**Electrical Engineering:**
- APCs
- Cameras
- IFF Beacons
- Radios
- Smartfridges
- SMES Units

**Mechanical Engineering**
- Airlocks
- Disposal Units
- Fabricators
- Vending Machines

**Atmospherics Systems**
- Air Alarms

**Reactor Systems**
- Particle Accelerator Control Boxes (lol)

**Robotics**
- Hardsuits
- Suit Storage Units (sharing the love is all)
- Robots
- Tag Scanners

**Xenobiology**
- Stasis Cages

Also, I made it possible to blow out all the lights in an APC's area by
snipping the power regulator cable and then pulsing the lights wire.
Great for signalers.

Speaking of signalers, new app deployed to all Engineering, Research,
and Robotics personal modular computers:

GeevesandGitHub 1a7cc1a1c7 Some Silicon Code (#8394)
Tweaked a hell of a lot of silicon code to make synthetics better.

Synths with scrambled codes that prevent them from being on robotics computers will now appear on Merc camera networks.

Both variants of the engineering borg can now deploy the malf borging machine.

Medical borgs no longer get polyacid sprays, instead getting Wulumunusha CMO Hyposprays, which cause muteness.

You must now be on help intent to use items like crowbars and screwdrivers on borgs. Otherwise you hit them with it.

PsiOmega 533ccef0ab Robot code clean up and fixes.
Fixes runtime when a borg is reset.
Fixes issue where /proc/select_active_ai_with_fewest_borgs() would not always return the intended AI.
Fixes issues with new borgs spamming the master AI with creation messages under some circumstances.

PsiOmega 087cc1882c Fixes #7366.
Kills unecessary photo datum which wasn't even used correctly anymore.
Photos have a global id for ease of synth syncing.
Changes how law/photo syncing is handled when pulsing the appropriate borg wire.
Also ensures re-synced borgs are added/removed from the appropriate AIs.

Fixes being able to show papers to AIs through deactivated cameras.
Fixes being able to break doors with TOX, OXY, and CLONE damage.
Fixes camera alarms persisting after the camera is deleted.
Fixes #7021.

PsiOmega a9ef2b61c0 Wiring Upgrade
Continues the wiring upgrade. Now cameras, airlocks, robots, and air alarms also use the new wire datum system.
Global wiring code is now removed but there are sneaky objects which didn't rely on them such as mulebots and autolathes.

Fixes a few issues from the previous upgrade.
