Many, many, many items have inhand sprites in their .dmis but for
whatever reasons do not display them in-game. This PR:
1. Updates many item definitions to point to their already-existing
inhands correctly. This consists largely of held tools, but also gas
tanks and jetpacks mounted in the suit storage slot.
2. Adds a few codersprites made by me for objects with either missing
inhands or poorly matching mishands (IE, the tape recorder, which has a
black case, reused the white inhand sprites of the health analyzer). The
new sprites are modified or recolored variations of other inhand sprites
from our repo, except for circuitboards which are new.

3. Adds inhand sprites for Inflatables and Inflatable Boxes made by
Tomixcomics.

5. Some additional cleanup while in the area. The 'analyzer' has been
renamed the 'gas analyzer' to be consistent with the other analyzer
objects, standardized icon_state naming conventions where I saw
oddballs, updated code docs to use DMDocs when in the area, etc.

A pull request commissioned by the Synthetic Lore Team to
comprehensively rework synthetics (read: IPCs) and how they work in
Aurora. The objective is to make IPCs as unique as possible from humans,
upgrading the robotic feel and atmosphere, while also preserving a good
sense of balance in-game.
Key features:
- A comprehensive expansion of synthetic organs, all of which now
fulfill a purpose: hydraulics, cooling units, power systems, actuators,
diagnostics units.
- Customizable organs with benefits and drawbacks, such as with cooling
units and power systems.
- Unique ways to repair the organs and more involved steps.
- Unique damage mechanics - every organ has wiring and electronics which
affect its functioning, and they are defended by plating which provides
natural armour.
- Improved and immersive diagnostics.
- Unique features, benefits, and drawbacks for every IPC frame.
- A rework of the positronic brain, which can be either destroyed or
shut down, alongside effects caused by low integrity.
- A rework of how EMPs affect IPC organs.
- Non-binary damage states for each organ.

Prompted by
[this](https://github.com/Aurorastation/Aurora.3/issues/21090) (Atmos
control app not reliably updating all alarms from
SSmachinery.processing). Did what I could but barring a larger refactor
of how computer programs are initialized, didn't want to burn Too much
time so implemented a Refresh button in the application interface as an
in-game fallback option.
Also fixes the bug with Loadout-spawned laptops not booting; their hard
drives were being initialized with default software due to accidental
codeblock removal

This started out as just some stuff for cargo.
Then it grew.
Fixed tablets and laptops not working due to some changes in #3826 that caused some old ballast to haunt us.
Changed the beeping sound of the modular computers to respect the ambience sound preference.
Added a application that can be used to pay and verify that a cargo order has been received
Added a delivery pad to cargo and spawns one in the CTs and QMs lockers.
Further tweaks to tablets and device enrollment in general are incoming, but I dont want to bloat this pr any further.
(I dont like how the company/private device system is implemented right now; It should rather be based upon the hard disk than the device itself)

The downloader and the file manager no longer come default on any device.
A client enrollment app comes now with every console
The user has to select weather the device is a private or company device and select a software preset if its a work console
Work devices are locked down to a specific set of programs
Private devices get the downloader and the file manager to install programs as usual.
Threw out the backup of the old-old camera monitor.
Made software presets a generic thing that are not dependant on the form factor of a device.

- Adds codersprites for tablet programs that are currently required.

- Hardware pieces are now items, rather than datums.
- Adds deconstruction for computers. Empty tablet/laptop/console frames may be wrenched to break them back into metal sheets. You have to empty the frame first, by using screwdriver to take out components one by one.
- Components may be moved between devices. You can for example take your tablet, remove it's hard drive, and slot it into a console. It will have all the files it had on your tablet.
- Not all hardware can be fitted into all devices. Tablet can't hold 2K GQ cluster hard drive, for example.
- Hardware may be fabricated by research for relatively low costs, once you have relevant research levels. Obtaining computer this way is much cheaper than buying it at the vendor.
- Data crystals added (glorified USB flash sticks) that allow file transfer to different devices. File browser program updated accordingly to support importing/exporting of files to these crystals.
- Battery module added. These are wrappers for actual power cell object and act as limit for cell size, otherwise it would be possible to have 30k cells inside devices, which would allow them to run insanely long.
- Lays out structure for item-based modular computers (Tablets)
- Changes how icons for modular computers will be handled.

- Implements most hardware. Some is still TBD, but the important stuff is in place
- Implements file-based system. Currently two file types exist, programs, which have NanoUI/Topic() interaction with user and data files, which may be used to store string of data.
