0aff2d8785 Coloured lighting & related stuff (#3555)
Makes all light tubes & bulbs have colour according to the light they emit. There are 6 preset colours: RGB CMY. Any other color is possible by simply changing the already present brightness_color variable. This PR makes it so it actually changes the color of the item and wall object too.
    Added two new colour defines used only along with preset coloured lights.
    Coloured lights are only obtainable by random maintenace loot, cargo spawn or trader.
    Added box of randomly mixed light colours and box for every preset light colour.
    Removed two sets of redundant defines.
    Converted light item New() to Initialize() (hopefully correctly).
    Made couple tiny tweaks to the lights code.

EDIT, 7. Oct 2017:

    When you hit light machinery or item with paint, it will change it's brightness_color var, instead of the color var.
    Paint buckets can now paint items and people again.
    You can now wash paint off by spraying yourself with fire extinguisher or otherwise covering yourself in water.

    Removed one apparently unused global list.
    Converted pain bucket New to Initialize and changed it's pathing style.
    Shower can now wash paint too.
    Fixed paint bucket sprites to be bit more dynamic and fixed the in hand sprite. Also added bucket lid.

752b0ba5e9 Converts reagent containers to Initialize, fixes hand-chew cool down and moves suit sensor Z-level list (#3367)
Converts all reagent containers to use Initialize, fixes the hand-chew cool down so it's no longer for everyone, and moves the suit sensor Z-level to the global.dm right above the station name so anyone else using the code can't miss it.

fb73735ceb Minor Performance Tweaks (#3265)
changes:

/datum/wires no longer has an (init) proc.
SMES wires now use timers instead of spawn.
Cleanables' random_icon_states list is now lazy. (eliminates ~4000 lists from dirt)
/obj/effect can no longer be pushed around by conveyor belts.
Lighting overlays are now explicitly prevented from being moved by conveyor belts.

b4fa4a8b3a Baystation12 merchant port (#3155)
Port of the merchant mechanics from baystation12.
All of the trader, prices and most essential system are done, as well the job datum and the like. Mapping the shuttle, the base and a new dock will be done in a later pr.
Also adds phazon construction and several other items used in this pr.
The chance of the merchant slow being open at round start can be changed via the config, it is 20% by default.

36164a15d4 Better action progress bars (#3175)
changes:

Progress bars will now stack if there is multiple ones on a single turf.
Progress bars' update speed is now mediated by stoplag() instead of arbitrary numticks numbers.
A callback can now be passed to do_after or do_mob which will be called every check - if the callback returns FALSE, the action is cancelled.
Progress bars no longer show an X briefly when their associated action is cancelled.
Progress bar itself is from /tg/, do_after changes are not.

0fc67f2cb9 Remove a whole bunch of in world loops and rework machinery global lists (#3053)
Removes a whole bunch of in world loops.
Reworks SSmachinery to hold two lists: all_machines and processing_machines. all_machines contains all machines 5ever. All of them. Literally. Forever. And ever. processing_machines only contains machines that process with the SSmachinery controller.

I checked most types at runtime on the live server to see whether they're in processing_machines or in all_machines, and did debug to ensure that most machinery ends up and stays in all_machines.

Includes a basic UT to make sure all mapped in machinery types remain within the all_machines list post-init.

b4a34d27f9 Since < 511 is no longer supported, I nuked all of the refs to it. (#3037)
With the introduction of PR #3023 , 510 and lower are no longer supported. So I removed all compile time defines that were meant to allow for its support and bumped the compiler error guard.

216039eb2e Add weakrefs, because just two types of ref wasn't confusing enough (#3020)
Ports a new type of reference from bay: weakrefs.

They validate type like hard-refs, but don't block GC like soft-refs. Performance-wise are worse than both, but generally more convenient than softrefs.

bb7dde3dc9 Gives zipties a purpose to exist (#2808)
Adds elastic var of the cable cuffs to the zipties, allowing them to cuff people inside hardsuits, unlike regular cuffs, and adds a box of them to the nonlethal crate at cargo.

Also, purges the boxes.dmi of shortened paths.

4552fae7f5 Removes cloaking devices (#2713)
This pr will replace the cloaking device from cargo warehouse spawn,, because they pretty much fall under the same level of bullshit as thermals and etc, with the new portable ladders.

Also, removes from the traitor uplink, because it is only used for combat it seems, defeating the purpose of being a stealth item. The chameleon projector is a better, and far less bullshit item, to cover the same purpose.

e4423761ef Admin & Staff adjustments (#2529)
Features:

 Removal of BOREALIS (python module) as it's not used.
 Removes ToR ban feature in lieu of IPIntel.
 New BOREALIS config to alert staff if server starts as hidden.
 Adminhelps now inform admins on discord if dibsed (when they were sent to discord anyways).
 Adds hub visibility to the server access control panel.
 Adds mirror ban spotting via ban panel. It now redirects to the linked ban if one is found.
 CCIAA now get alerted as to how many of them are online and active when receiving faxes and emergency messages via Discord.
 Removed unused C/C++ libraries. The socket_talk module is a generic UDP shipper, of which Arrow implemented a better version. lib nudge is not even compiled for use. lib_nudge module is uncompiled and no longer used, as we use cURL for the bot.
 Removed depracted APIs and config settings related to the previous point.
 Whitelisted jobs now appear properly in the job selection window as [WHITELISTED].
 Job ban reasons can now be viewed from player preferences window.
 Await admin approval for final CCIAA requests and implement. RIP CCIAA.
 Fix age bans for jobs and antags (dynamic ones, ofc).

0ad3d4c189 Round-end statistics (#2483)
This PR adds a system to display round statistics at the end of the round, with the option of logging said statistics to the feedback database.

Tracked stats:

Most deaths by ckey.
Number of people cloned.
Number of times humans have fallen into openturfs.
Number of times humans have died from falling into openturfs.
Number of times humans have been gibbed.

b490769175 Adds netgun, haywire rounds and gun related fixes (#2456)
-adds the netgun, replacing the syndicate cyborg energy crossbow with a downgraded mounted version, and giving the heisters a chance of getting one of those in their random gun spawn
-fix the meteor gun, giving it a new sprite and fixing the wrong icon state on the projectile
-ports emp/haywire rounds from baystation, only .38 and 12 gauge rounds
-fix the action button of the am rifle not wielding it
-gives the wizard staffs tech levels
-removes the xray crate from cargo

a3ec0cf45d Better SQL prepared statements (#2474)
The system used to be of complexity O(n^2). Essentially two for loops running per every argument. Which ended up being surprisingly slow (there were instances where I saw the argument parser as using quite a lot of CPU time).

This replaces it with a more linear algorithm. It's somewhere near O(n) where n is the length of the unparsed query. Which is more stable and faaaster. This comes with two changes, however:

Parameters inside the query now have to be delimited from both sides with : (colons). The alternative to this would be to use something like $n or just assume that space marks the end of a marker. Only the former is workable, the latter would break a few queries already.
Arguments in the argument array no longer have to be prefixed by : (colons). So, while in the query you would write :thing:, you'd initialize the array of args as: list("thing" = somevar). It could be made to work without it, but eh, I think this is fine.
Argument validation is slightly weaker. What I mean by this is that with the old system, unused keys would result in an error. This is no longer a thing. Missing keys will still result in an error, however.
One more improvement: double delimiting removes an edge case where if key A partially covers key B, depending on the order, key A would mangle key B.
Updated and tested all queries that I could find. So this should be good.

3be27b9efa Merge SSnanoui & Nanomanager (#2427)
Merges the NanoUI subsystem with Nanomanager, as well as cleans up some nanomanager code.
Most of the files in this commit are changed as a result of removing the nanomanager global in favor of the SSnanoui global.

This just nukes them all before processing with sorting. I looked over all of the list accesses, and they didn't appear to be index controlled, so this shouldn't break anything.

277790a630 (Hopefully) Fix Mind GC Issues (#2301)
Should fix weirdness with mob GC such as ghosts jumping to their deleted bodies, observers failing to GC, and mobs with minds not GCing in general.

changes:

Mob cleanup relating to the mob has been moved to the mind.
On deletion a mob will now null out the current and original fields in the mind, if they pointed to it.
