This is sorta bulky on the changes since it includes a lot of shuffled
documentation, so I'll try to thoroughly summarise here.
- Introduces 'preferential' temperature and light values to plants. This
means that, while a plant is _within_ 5K and 2 lumens of their ideal
heat and ideal light, they will grow faster than otherwise. In the
current implementation, the base growth is a 15% chance of age being
increased, plus another 15% if you're within preferential temps, and
another 5% if within preferential lumens for a maximum of 35%. This is
intended to incentivise engaging with temperature mechanics to grow
plants with unusual requirements.
- This is different to the existing tolerance values, which instead
check whether the plant is _outside_ of them - if they are, it damages
them. Tolerances cause the plant to die if they're too far from their
ideals, preferences cause the plant to grow faster if they're very close
to their ideals. The range of preferences should always be inside
tolerances.
- To work better with this, the ideals of a few kinds of plant have been
tweaked. Mushrooms, Adhomian plants, and molluscs will all **not** be in
their preferences at room temperature - they will need to be cooled,
which can currently be done in D1 hydroponics. A few warmer plants, such
as sugarcane, will need to be warmed up to reach their preferences.
- None of these will go outside of their tolerances at room temperature
- they won't die, they'll just grow slower.
- Most plants will be within all their preferences without any action by
the gardener.

changelog.

Adds 3 Crescent Expanse regions due to how large a region it is:
- Crescent Expanse (West): Nralakk and Solarian heavy region.
- Crescent Expanse (East): Coalition and Solarian heavy region.
- Crescent Expanse (Uncharted): Deep Crescent expanse, independents and
certain surveyors only.
Also adds a Lemurian Sea (Uncharted) sector if we ever go there.
Adds a `ccia_link` variable for sectors. Only usage is to block outbound
faxes to Central Command. For uncharted sectors. EBS remains an option
due to necessary CCIA functions (eg. scuttling), per Bear's wishes.
Adds `low_supply` variants of most vending machines and dispensers. For
later use, none mapped in.
Removes the `TEMPLATE_FLAG_SPAWN_GUARANTEED` flag from the sensors
array, because it meant it wasn't affected by `sectors_blacklist`. The
sensors array isn't so important it needs to be in every sector anyway.
Removes Burzsia from the `ALL_DANGEROUS_SECTORS` list, as the crisis has
passed and humanitarian relief efforts completed.
Adds the `ALL_EVENT_ONLY_SECTORS` for limited usage during event
arcs/similar where canon odysseys or certain thirdparties may infringe
upon an arc's narrative. Allows selective enabling/disabling of canon
odysseys or third parties for said arcs. Not intended for liberal
application.

This adds an ability allowing Dionae to access the functionality of
magboots. As the only spaceborne species in the setting, they should
have more abilities allowing them to excel in their natural environment.
A slowdown has been added to using the ability that wasn't in the
original PR to establish a downside to using it, hopefully addressing
the feedback to the original PR. It can also now be toggled in space,
since I found it pretty frustrating having to find a floor turf every
time I was scrambling about on lattices wanting to toggle my roots.
## About PR
- Introduces a dropship-esque Intrepid, making it feel more like a
public transport in a overpopulous city, while trying to avoid
chokepoints.
- Ports the CM's double seats.
- Removes access restriction from Intrepid's side airlocks, to be in par
with the main airlock.
- Deletes some rogue pipes near hangar bay.
- Re-adds a small oven which was introduced in #16449. With slight
tweaks and different colour palette.
This is probably an awful way to port CM's vehicle seats, but in testing
only issue I've found is: when the chair occupant punches someone, their
own buckle off-set will get reset. I am not sure why.
The way the double seats work is, it'll let anyone pass through as long
as both of the seats aren't occupied at the same time.

Few things this does:
- For the duration of the current arc, Burzsia is considered a
"dangerous sector", and will not spawn certain civilian ships (such as
the luxury cruise ship). Being that there was an attack and at this time
the perpetrators are not caught, there is no reason for these to be
spawning here.
- The Frontier Rangers now contribute to the emergency response in the
area.
- The Xanan Frigate's spawn weight has been reduced to half that,
matching Konyang's ship.

Updated balloon alerts with the latest changes from tgstation.
Improvements include a new plane for them, and their duration changes
depending on their length.
Unfortunately, since they were added, they have been abused for really
long text that is difficult to parse in-game (by myself included).
Balloon alerts are useful, but they are not smoking guns and have
limitations due to their lack of persistence. I have clamped down on
their abuse in favor of the standard established by tgstation, [seen
here](https://hackmd.io/0Cvr4hpcTe-KI6SbgfUWtw#balloon_alertballoon_alert_to_viewers).
We lack updated runechat so I will not propose this be a fully
implemented standard at this time, but I have cut down all existing
balloon alerts to size.
Adds the requisite defines, icon, and information for the accent. Should
be limited to only Unathi with the Empire of Dominia origin.

Off-duty crew and passengers can now spawn in the medbay recovery room,
for that sweet, sweet medical RP.
Vastly expanded the medbay recovery ward, including:
- Cryo pod (duh)
- Nav terminal, to watch the ship fly as the days crawl by
- Sink and hygiene vendor
- dining/general purpose rec table with uno
- MRE vendor, for that sweet, sweet, hospital grade food
- Coffee vendor, for that sweet, sweet, coffee.
- Public access doorway (still needs access to enter, but unrestricted
to exit, so if you spawn there and no one is around, you're not screwed)
- Button to open said public access doorway, for visitors
- Requests console, maintenance panels.

!!Misplaced camera and light in the wall have been fixed!! Rack of
toiletries has been replaced with vendor!!

Refactored (second passage) how movement works, now it's mostly in line
with TG handling and avoids calling 3 gazillion Cross() Uncross() etc.
on every atom in a turf.
Fixed EMP protection from species not actually protecting (this includes
the surge prevention for IPCs).
Fixed EMP 3D calculation runtiming because I forgot to make the value
absolute and it was doing the square root of a negative number.
It's now possible to queue the round to start with the Start Round verb
even while the system is initializing, for an even faster pain train to
enter the round and test things.
Updated the renderers to work with BYOND 516.
Some update of ZAS to hopefully be more efficient, and cold/hot air
effects.
Gas effects are now less prominent.

Adds one new origin and six new accents.
Saturn becomes a new origin, under which three accents become options,
Iapetus (Cassinian), Enceladus, and Titan.
Mercury and Eris accents added to the currently unused 'Sol System'
origin, making it far less redundant than it currently is.
Unity Station accent added as an option for Earth origin.
"Stationer (STA): Similar to the conventional Terran accent, the
“Stationer” accent instead has its roots in North American English,
reflecting the Alliance’s history in the region.
Mercurian (MCY): Mercurian Common is often heard in the boardrooms of
Einstein Engines, which employs much of the planet’s population. Those
who speak with this accent are often – to no fault of their own –
regarded with suspicion by the SCC due to this association.
Enceladian (ENC): Enceladian Common is descended from the accents of
North and South America, and the residents of Saturn’s moon take pride
in ensuring their accent calls back to their ancestral homes on Earth.
Cassinian (CAS): Cassinian Common, the accent of Iapetus, is typically
associated with the Solarian Interstellar Intelligence Bureau, and
characters affiliated with it in Solarian movies will often talk like a
Cassinian: soft-spoken and generally polite, but reserved and often
distant.
Titanii (TIA): The largest offworlder population in the Sol System,
Titanii Common involves plentiful hand gestures and other visual
signals. Linguists have long theorized the prominence of hand gestures
in this accent comes from the moon’s EVA-centric industries.
Erisian (ERN): Erisian Common bears some resemblance to Lunarian Common
due to the planetoid’s long association with the Solarian Navy. Like its
counterpart, it is very hard to effectively replicate for an outsider."

- Repurposes R_BAN into a generic permission that full moderators and
above have, and locks teleport behind it.
None of these powers may be used for round-altering purposes. Pending
review by the head admin and the host.
To-do: check that Borealis and permissions in general don't explode with
these changes.

Removed the use of deprecated parameter icon-size.
Uniformed all clients to use fit to screen.
Fit to viewport is automatically attempted at login.
Statusbar is now hidden by default, giving more screen space.
Toggle fullscreen now works as expected, for even more screen space.

Allows you to jab other people with an overloader. Adds some more
documentation to overloader code, and adjusts effect_time and effects so
that overloaders last the same amount of time but provide more messages
to the user than before.

Turned a ton of unmanaged globals into managed globals.
Refactored some UT output.
Removed some unused things, including vars.
Added a test to ensure people don't keep adding new unmanaged vars.
**REQUIRES SYNTH LORE TEAM APPROVAL!!!** If accepted, all added blurbs
are placeholders that can be altered as the synth lore team sees fit.
The reasoning regarding this PR is that I think the current in-game
information around Orepit and the available listed options for
citizenship are too confusing for anyone who may be interested in the
origins; humans can either choose Coalition of Colonies or no
citizenship, despite implied statelessness for humans being confusing
for anyone who might read their card or records and Orepit not being
integrated with the broader Coalition. This makes Orepit a separate and
unique citizenship in a similar vein to the format for the Free Tajaran
Council or Elyran Non-citizen Persons. The included important
information blurbs are for clarity of lore developments regarding the
Open Doors memorandum and megacorporate hiring standards for Trinarists.
I understand that I was told by NM that plans will be in the works for
Orepit after the Golden Deep arc and hope this isn't seen as
overstepping or a stopgap measure.

Fixes accessories not showing up on suit items.
Confusingly, accessories used the "_un" uniform suffix - this changes
them to use the "_ac" suffix.
Also moved some files around to their proper place (hair pins and bows
aren't accessories, they're ear slot items, etc.)

What it says on the can; now we can better compensate for processing
spikes by queueing and accounting for verb times (assuming we actually
use this framework to invoke the bulk of them). I have added its use to
some of them, more can be ported as time goes on, eventually everything
but the most trivial ones should go through this.

Adds two new Dionae origins for the Viridis, reflecting the recent lore
changes for Hegemony Dionae. The Viridis noble origin comes with a new
accent, Gardensong.
Allows Dionae to be Hegemony consulars as noble Dionae now exist. Also
allows Dionae to take Sinta'Unathi to represent their greater levels of
integration into the Hegemony.

- Turns shirts into uniform items, so you can attach accessories to them
This also fixes the issue of people spawning in shirtless if they didn't

(This fixes the issue of accessories staying even without pants, e.g.
assless chaps)

Added various events to the dcs system in regards to click handling.
Refactored various mouse related procs.
Fixed MUI mask.

Fixed some runtime access check operators (`:`) around the codebase (not
all, some are unfixable as they're used in macros)

Refactored mousedrag procs, added signals, some safeguards, did some
cleanups around, renamed them to make a little more sense. Mostly put in
line with TG's code.
Fast clicking and releasing with a drag, depending on the grace period
and how fast it is done, can be counted as clicks, to aid in combat
scenarios where you spamclick.
* Bandages now do not disappear as damage heals, instead, a special
Remove Bandages verb must be used to remove bandages. This cannot be
used to re-open wounds for now, and can only be used if the bandage
would've downgraded / disappeared at that point.
* Taking damage on a bandaged limb now removes the bandages.
