More bapi work, docs, etc.
The actual changes seen from DM side, is that all maps are parsed and
checked by spacemandmm. It does not really add much safety for us, as
everyone uses strongdmm anyways (which uses spacemandmm), but I will
need to do that anyways in future work.
The bapi call is on every map in the maploader, so if it does not work,
if it crashes or panics or whatever, we'll see it immediately (cause the
maps don't load). It should work fine, though, unless the setup is
wrong. I wrote more about safety and other things in readme text file in
rust/bapi dir.
So, yeah. The point of this PR is to do something meaningful with bapi,
and see if the whole workflow and setup and everything works correctly,
before doing any further work in future PRs.

Our SSOverlays system is outdated, and is likely the cause of many of
the issues seen in #18895. It has also been linked to a massive server
performance decrease.
This brings an updated system from Baystation, hopefully with speed
increases.
Should be testmerged, ideally with #18895.

Adds 7 new ruins for Biesel, with more expected to come around soon.
These ruins include camp sites, abandoned cargo, a very recently crashed
ship, and abandoned warehouses.
Unified most of the procs into one definition, so there are no duplicate
around the codebase.
Marked some of the above as overridable if a good enough case can be
made for them (eg. external dependency or unlikely to be used).
This pr adds weather to some exoplanets:
-snow exoplanets, including adhomai, can go from calm to light snow,
medium snow, and heavy snow
-jungle planets, including konyang, can go from calm to light rain,
regular rain, and storm
-lava planets can go from calm to ash

Barren exoplanets only lose 90% of their generated atmosphere, which
seems odd given that the planet description is "An exoplanet that
couldn't hold its atmosphere". This makes them properly airless.
This is part 1 of a project to, eventually, bring the render planes
system from /tg/ and bay into Aurora. This is a prerequisite and blocker
for many things the development team and community want to have, and
this was long overdue.
Many objects have been re-assigned layers, which are now thoroughly
defined. Maps have had their custom layer defines purged, as we should
be moving away from this in favor of saner definitions in the base
items.
This should be a test-merge due to the sheer amount of layers changed,
which will very likely create issues that I cannot possibly discover and
debug in a reasonable amount of time myself.
