Basically, uses the species' list of skin color presets, if any, to add
a button for body markings to select the same presets. This is only
really useful for Dionae at the moment, or at least I imagine so. Skin
tones and hairstyles were also removed from Dionae, as figuring out how
to add selectable tone for body markings was too much of a hassle and
adding presets for hairstyles as well seemed redundant. I was thinking
of adding a "random body markings" proc to resolve the issue of newly
formed gestalts not spawning with any hair, but let me know if this is
desired.
I discussed this with the Diona lore maintainer beforehand, but the team
is free to change their mind or request more features at any time.

This PR adds several sprites for assisted organs, which previously
lacked any sprites at all. In addition, this adds an assisted brain,
which is now available to pick in character creation. Long-term, I'd
like to look into adding assisted implants into the medical gameplay
loop, but for now these are character-creation only. "Mechanical"
prosthetic brains are not possible, and have been excised entirely.

Character preferences / records are now decoded correctly for the
computer UI and character preference.
Known issues, that already existed before this PR: Security incident
reports cannot be imported (nothing appears), charges and details of an
incident do not show up on the PDA application

New IPC heads can be selected by changing the head's prosthetic type, as
you would with a robot limb. All sprites by Noble Row.
Relevant to everyone else, this PR adds functionality to whitelist
sprite_accessories to certain prosthetic types, so you could
theoretically add Bishop-only markings for humans.
To-do:
- [x] Facial hair sanitization so that selecting a new head properly
removes the screens.
- [x] Marking sanitization so that selecting an invalid head for the
markings resets them.

# Buttons for switching hairstyles and beards
I love that there are so many different hairstyles, but don't like at
all that they can't be quickly matched to a character.
So I decided to add buttons that can be used to sort of quickly switch
between hairstyles without using the select menu.

You can now choose which slot is your primary radio slot between your left and right ears. If both ears have a headset on them, the primary radio will be used.
Gaming.
Added a preference for floating chat color. This is per-character and updates in game when you update it on the pref window too.
Windows like the accent and citizenship window no longer go under the pref window when opened.
Loading a new character now actually updates the preview window.
