Replace scriptis in codeowners with myself (#94985)

scriptis is on temporary leave and i have nothing better to do so im
gonna put myself in charge of overseeing build support, configs and
schema changes. itd be good to get an email whenever that happens.
scriptis can put himself back in the list when hes back
