[MIRROR] Add missing Ian festivities to Icebox and Kilo [MDB IGNORE] (#17133)
* Add missing Ian festivities to Icebox and Kilo (#70761) An Ian birthday map helper was missing on Kilo, and the new year map helper was missing on Icebox.
