Adds sprites for the Redcoat Costume and Item. (#46874)

As mentioned last time, this was a costume in the code but had no sprites. Details here.
Updated to have a less stark contrast on the borders and keep a better red color.
Why It's Good For The Game

Every time a missing sprite gets a home, a pigeon avoids flying into a window.
