Add more wiki books/manuals (#39651)

I added /wiki manuals for the following:

  - Tcomms
  - Atmos
  - Circuitry
  - Toxins
  - Medicine/Medbay
  - Surgery
  - DIY grenades
  - Food

Should give new players an easier time since they won't have to tab out to a
browser and search the wiki.
