Renames fax machine in Nebula cmo office from rd's fax to cmo fax (#93481)

## About The Pull Request
Nebula had rd's fax machine copypasted to the cmo's office, this fixes
that
## Why It's Good For The Game
You no longer have to fax both, or toss a coin if you want to send a
paper to either rd or cmo
