Made the incinerator on Boxstation less carcinogenic (literally) (#50116)

* Changed the incinerator area on box around quite a bit

- Added bridge between atmos and incinerator so you no longer need to take a jog around the block from one to the other
- Cleaned up the wiring and piping in the incinerator room
- Moved the entire incinerator one tile to the left to fix fusion radiation leaking into chemistry factory
- Added an extra airlock in North incinerator maint to access the gas tanks
- Made the first step towards making box not cancer

* Added atmos access requirements to gas tank airlocks
