`/proc/flatten_list()` -> `/proc/assoc_to_values()`, also changes the
code doc to mirror the language of `assoc_to_keys()`'s code doc
## Why It's Good For The Game
Having a proc called `assoc_to_keys` that takes an associative list and
returns a list of the keys, and also having a proc that takes an
associative list and returns a list of the values, and the latter not
being called `assoc_to_values` is very funny

Add helper defines for handling list values in lists to remove the
footgun where `+=` and `-=` with lists as the Right hand side argument
causes the list contents to be added or removed, not the list itself.
Use said helpers to remove the footgun from list helpers that could
reasonably be expected to get called on list of lists.
Remove duplicated clear nulls from list proc. this pr will fail to
compile until i go move those over to the preexisting one, but the
compile errors will tell me where all the consumers are.
This likely fixes some bug(s) in the issue tracker, but we don't know
what they are.
Makes the code compatible with 515.1594+
Few simple changes and one very painful one.
Let's start with the easy:
* puts call behind `LIBCALL` define, so call_ext is properly used in 515
* Adds `NAMEOF_STATIC(_,X)` macro for nameof in static definitions since
src is now invalid there.
* Fixes tgui and devserver. From 515 onward the tmp3333{procid} cache
directory is not appened to base path in browser controls so we don't
check for it in base js and put the dev server dummy window file in
actual directory not the byond root.
* Renames the few things that had /final/ in typepath to ultimate since
final is a new keyword
And the very painful change:
`.proc/whatever` format is no longer valid, so we're replacing it with
new nameof() function. All this wrapped in three new macros.
`PROC_REF(X)`,`TYPE_PROC_REF(TYPE,X)`,`GLOBAL_PROC_REF(X)`. Global is
not actually necessary but if we get nameof that does not allow globals
it would be nice validation.
This is pretty unwieldy but there's no real alternative.
If you notice anything weird in the commits let me know because majority
was done with regex replace.
@tgstation/commit-access Since the .proc/stuff is pretty big change.

This was doing things component really shouldn't be doing, and now all
of its behaviour is contained onto a datum, as it should've been the
whole time
Why It's Good For The CODEBASE
some things just really shouldn't be components, this was made back when DCS was first implemented and just thrown in because it was the new hot thing i guess, but datumized forensics makes far more sense, AND doesn't use GetComponent

refactor: Turned the forensics component into a datum.

Bring _HELPERS/_lists.dm to latest standards by:
-Adding proper documentation and fixing existing one
-Giving vars proper names
-Procs now use snake case as per standard (many files that use those procs will be affected)
This displays the hiddenprint log from /datum/component/forensics in a simple to view form, sorted by last touch. I didn't make it fancy, it's very bare bones.
I could have refactored hiddenprints to use lists in lists, which would make getting data out a lot easier, but I worry about the additional memory overhead on every atom that gets touched, so I left it as strings in lists. I did reformat it a little bit, however, to make it simpler to sort, and it looks a little nicer. Namely moving the timestamp in front of the name.
It can help a lot in admin investigations on whodunnit. Right now they have to look at the forensics component, and that's if they even know about it. This way it is discoverable by using the VV tool.
